On the occasion of World Cities Day, the Special Envoy for Urban Solutions, Philip Yang, presents a central repository - a One-Stop-Shop dedicated to the key landmarks and decisions shaping the future of multilevel and urban climate action under the United Nations Framework Convention on Climate Change (UNFCCC).

Cities, regions, and other subnational governments are on the frontlines of the climate crisis and are essential partners in delivering on the goals of the Paris Agreement. As their role has grown, so too has the body of decisions, mandates, and workstreams related to their engagement within the UNFCCC.

The Importance of Consolidation

Historically, this progress has been spread across numerous negotiation tracks and official documents—from adaptation and mitigation to finance and the Global Stocktake. This fragmentation, while a natural result of a complex process, can create barriers to access, coherence, and implementation.

This One-Stop-Shop is designed to solve that challenge through the Mutirao spirit.

By consolidating relevant references into a single, accessible resource, we aim to:

  • Enhance transparency: Provide all Parties and stakeholders with a clear, coherent narrative of the progress made to date.

  • Improve accessibility: Empower city networks, negotiators, and policymakers to easily find the information they need, saving valuable time and resources.

  • Enable action: Help national governments design more effective multilevel climate strategies, build a stronger synergy between climate action and sustainable urbanization and provide all levels of governments with clear entry points to support the UNFCCC process.

This resource is a living document and designed as a collaborative and innovative input to the preparations of Cities Day at COP30 on 11 November. It will be updated as we move forward, serving as a testament to our shared commitment and a tool for accelerating the integrated action required to meet our collective climate goals.

COP30 Presidency invites all Parties and stakeholders to make effective use of this One-Stop-Shop information portal in order to start developing a more systematic and integrated approach to seize the opportunities of the urban world of the 21st century as one of the most powerful legacies of COP30 in Belem.

Acknowledgement

This consolidation is developed with input from the organized Local Governments and Municipal Authorities (LGMA) Constituency and partners, recognizing their longstanding engagement with the UNFCCC process.
