The Circles of Leaders act as key levers for COP30 decision-making, contributing to debates on climate finance, strengthening the voice of traditional and indigenous communities, reflecting on the future of climate governance, and mobilizing around a new approach to climate ethics. The Circles aim to strengthen the COP30 Presidency's capacity to mobilize others to achieve the outcomes of COP30.

Innovating decision-making at COPs and accelerating the implementation of the Paris Agreement are among the goals of creating the Leadership Circles. Another is to promote climate action outside the two weeks of the COP itself — and the Climate Convention — by advancing the call for a global united front against climate change. Each group will act in its way outside the COP30 presidency, according to a process and procedure agreed upon by each group's leadership. Activities will run parallel to the negotiations.

Meet the Leadership Circles

The Circle of Global Ethical Stocktake includes United Nations Secretary General António Guterres, President Luiz Inácio Lula da Silva, with the support of the Brazilian Presidency, Minister Marina Silva - MMA - to host dialogues in different regions, some of them at points of no return, to gather political, cultural, indigenous, Afro-descendant and traditional community leaders, artists, philosophers, entrepreneurs and religious leaders, among others, for a global call for climate action based on ethics, cultural diversity and an appreciation of science.

The Circle of Finance Minister for the Roadmap from Baku to Belém for the USD 1.3 trillion is headed by Finance Minister Fernando Haddad — composed of ministers from the area, experts, the private sector, and civil society representatives— for periodic consultations and discussions on the Roadmap to mobilize USD 1.3 trillion. The circle will present inputs to support the COP30 Presidency, which, alongside the COP29 Presidency, will present the Roadmap report to the Parties to the Climate Framework Convention ahead of the Belém Conference.

The People's Circle is led by Minister Sonia Guajajara and its key objective is to increase the COP30 President's efforts to listen to the demands and contributions of indigenous peoples, traditional peoples — and communities — of Afro-descendants. It complements the existing forums for participation in the Climate Convention and aims to ensure that traditional knowledge is respected and integrated into the international debate regarding climate issues and their solutions.

The Circle of Presidents gathers the current presidents of COPs for the first time since COP21 in 2015. The group will be led by former French Foreign Minister (2012-2016) Laurent Fabius, who presided over COP21. One of the President's key goals is to present solutions for accelerating the implementation of the Paris Agreement and strengthening multilateralism and global climate governance.
