Transparency

To broaden public access to information about the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) and to strengthen trust in the processes led by the Conference Presidency, this section and the website cop30.br provide documents, schedules, and legal instruments that ensure transparency before, during, and after the meeting in Belém.

This page also offers direct access to the COP30 Transparency Portal, maintained by the Office of the Comptroller General of Brazil, where official data on expenses, contracts, organizational structures, and administrative procedures related to the conference can be accessed.

Public Resources

The investments associated with the preparation of COP30, including contributions from the Federal Government, the Government of Pará, federal state-owned companies, financing, and private funds related to infrastructure, total BRL 6.12 billion.

Public Investments and Funding – BRL 4.24 billion

Includes funds from the Federal Government, federal state-owned companies, financing contracted by the Government of Pará, and direct public investments related to the preparatory works for COP30:

  • Itaipu: BRL 1.34 billion
  • BNDES: BRL 1.46 billion
  • OGU: BRL 1.11 billion
  • Fungetur: BRL 0.32 billion

Additional and Complementary Investments – BRL 1.88 billion

In addition to direct public investments, there were complementary contributions related to COP30, coming from counterparties and concessionaires responsible for infrastructure critical to the event:

  • Government of Pará – Vale: BRL 1.55 billion
    These amounts correspond to projects carried out by the Government of Pará and made possible through contributions from Vale, primarily aimed at large-scale structural interventions such as mobility, road restoration, urban modernization, and strategic infrastructure.
  • Airport Concession: BRL 0.33 billion
    Refers to investments by the concessionaire of Belém International Airport, contractually planned but advanced or expanded due to COP30.
