Comprehensive Protection of Children and Adolescents at COP30

COP30 will be a historic moment for the planet — and also a commitment by Brazil to the comprehensive protection of children, adolescents, and young people. Ensuring that everyone can participate in a safe, welcoming, and protective environment is a priority for the Federal Government, in partnership with the Government of Pará, the Municipality of Belém, the justice system, and civil society.

Building on a strong track record of hosting major international events — such as ECO-92, the 2014 World Cup, and the Olympic Games — Brazil reaffirms its experience and commitment to ensuring safe and protective environments for children and youth.

Brazil’s Commitment

For 35 years, the Child and Adolescent Statute (ECA) has guided Brazil’s efforts to defend the rights of children, in alignment with the United Nations Convention on the Rights of the Child.

Brazil also has universal protection systems — the Unified Health System (SUS) and the Unified Social Assistance System (SUAS) — as well as a structured network of justice, public security, and social assistance institutions operating across the entire country.

During COP30, this network will be strengthened through integrated prevention and response actions, ensuring that children, adolescents, and young people — including those living in Belém — are fully protected.

Integrated Protection Actions

Responsibility Matrix

Developed through a participatory process in August 2025, it brought together more than 110 representatives from federal, state, municipal, and international agencies, establishing joint guidelines for comprehensive protection throughout the event.

Operation Curupira-Mirim (September 2025)

A joint operation between the Ministry of Justice and the Pará State Department of Public Security. A total of 296 establishments and 25 vessels were inspected across 14 municipalities, reaching over 3,000 people through educational activities and digital awareness campaigns.

Awareness Campaigns

Awareness initiatives addressing the prevention of sexual exploitation of children and adolescents will be displayed in the conference circulation areas (Blue and Green Zones).

Mobile Protection Teams

Coordinated by the Municipality of Belém, the teams will operate in the field during the event, identifying and responding to situations of risk.

Integrated Protection Task Force

It will operate from November 4 to 23, 2025, at the Prof. Orlando Bitar Early Childhood Education Reference Center (Belém, Pará), from 10 a.m. to 8 p.m., providing intersectoral and humanized assistance to children and adolescents in situations of risk or rights violations.

Orange Tents – Pará State Public Prosecutor’s Office (MPPA)

From November 10 to 21, from 10 a.m. to 8 p.m., the tents will be set up in eight strategic locations across Belém: UFPA, Estação das Docas, International Airport, Ver-o-Peso Market, Praça da República, Feliz Lusitânia Complex, Bus Terminal, and Mangueirão Stadium.

The tents will operate in coordination with the Integrated Protection Hub, bringing together professionals from the Pará State Public Prosecutor’s Office (MPPA), the Municipality of Belém, the State Government, and civil society to provide reception, guidance, and referral in cases of risk.

During the conference, identification wristbands will be distributed to facilitate the rapid location of children and adolescents, strengthening preventive actions.

• Avoid walking alone in isolated areas or large crowds.
• Keep copies of your documents and emergency contacts.

• Do not accept invitations, rides, or gifts from strangers.
• Avoid sharing personal information on social media.
