Pre-COP: Brasília Hosts Climate Negotiators on October 13 and 14

The event is part of a series of meetings held throughout the year in preparation for the Climate Conference and aims to facilitate consensus on key issues ahead of the gathering in Belém

The Federal Capital will host the Pre-COP30 on October 13 and 14, 2025. Although it is not part of the official UNFCCC event calendar, the Pre-COP is part of a series of meetings held throughout the year in preparation for the Climate Conference. The ministerial-level gathering will bring together climate negotiators and seek to facilitate consensus on key issues for COP30, which will be held in Belém, Pará, from November 10 to 21.

Around 65 delegations from UNFCCC member countries have been invited to attend the event, which is traditionally organized by the host country about a month before the Climate Conference.

More than 600 participants are expected, including delegates and observers. The meeting will be held at Brasil International Convention Center (CICB), in Asa Sul, from 9 a.m. to 6 p.m. on both days. Pre-COP30 offers an opportunity for countries to collectively reflect on the 10 years of the Paris Agreement’s entry into force, as well as on its challenges and opportunities. The meeting will also address topics such as adaptation, the just energy transition, and a follow-up on the Global Stocktake (GST), as well as key issues for climate action, such as forests and renewable energy.

The opening of the meeting is expected to be attended by the President of the Republic, Luiz Inácio Lula da Silva; the Minister of Foreign Affairs, Mauro Vieira; the Minister of the Environment and Climate Change, Marina Silva; the Minister of Indigenous Peoples, Sonia Guajajara; and the Minister of Finance, Fernando Haddad. In addition to these and other authorities, the President of COP30, Ambassador André Corrêa do Lago; the Executive Director of COP30, Ana Toni; and the Secretary for Climate, Energy and Environment, Ambassador Mauricio Lyrio, will also be present.

Brasil's candidacy to host COP30 was launched by President Luiz Inácio Lula da Silva during his participation in COP27, in Sharm el-Sheikh, in November 2022, and supported by the Group of Latin American and Caribbean States in May 2023. During the plenary session of COP28, held in December 2023 in Dubai, Brasil was unanimously elected as the host of COP30. The Brazilian presidency will begin in Belém in November 2025 and continue until November 2026.
