Federal Government launches contract to provide hospitality solutions for COP30 in partnership with Embratur
Initiative by the Office of the Chief of Staff (Casa Civil) and Embratur increases lodging network with more than six thousand beds

On Thursday (24), at 11 a.m., in Belém do Pará, the federal government, through the Office of the Chief of Staff (Casa Civil), announced the official signing of the Hospitality Solution Guarantee contract with Embratur. The contract aims to ensure the supply of accommodation on ships during the COP30 (30th United Nations Conference on Climate Change), to be held in Belém —Pará, in November 2025.
The contract with Embratur is part of the strategic plan to meet the exceptional demand for lodging, due to the large number of visitors expected for the event. The contract provides 6,000 beds on ships, initially reserved for the United Nations Framework Convention on Climate Change, in line with Brasil’s commitment as the host country of the conference.
The guarantee contract signed between the Office of the Chief of Staff (Casa Civil) and Embratur has a value of BRL 263 million, with an expected disbursement of BRL 30 million. This corresponds to the guarantee of places for the teams of the UN Climate Change Secretariat, which is responsible for organizing the event and hiring Embratur. The remaining amount will be covered by the sale of cabins by the operator to be hired by Embratur.
The final pricing will be negotiated with the ship operators by Embratur, which will receive BRL 3.7 million for modeling, planning, contracting, managing, supervising, and qualitative analysis of the contracted operations. This amount is already included in the initial disbursement.
Additionally, the contract reserves 500 beds for developing countries and includes a technical reserve, with costs to be covered either by the UNFCCC Trust Fund or directly by the interested countries.
The proposal was developed with the assistance of the Attorney General's Office (Advocacia-Geral da União/AGU) and the Office of the Comptroller General (Controladoria-Geral da União/CGU), ensuring legal certainty and transparency in the process.
COP30 Special Secretary Valter Correia highlighted the initiative as part of an integrated effort led by the Federal Government. "We are ensuring the infrastructure necessary to receive COP30 delegates with dignity, while at the same time leaving an important legacy for the local population — with the revitalization of the Porto de Outeiro, now able to receive tourist ships," says Correia.
"Brasil is ready to host this major event, reinforcing our leadership in the global climate change debate. Through this operation, we are significantly expanding the lodging options for the international delegations attending COP 30. The combined efforts of Embratur and the federal government will ensure a warm welcome for all attendees in Belém, fostering new global agreements for a just and sustainable planet", said Marcelo Freixo, President of Embratur.
SHIPS FOR COP30
Since early 2024, the federal government has engaged in discussions with several cruise companies, to enable the attendance of these companies as part of the floating hospitality solution for COP30. So far, MSC Cruzeiros and Costa Cruzeiros — among others — expressed their interest in providing the beds foreseen in the Hospitality Solution Guarantee Agreement.
To allow the ships to dock, the revitalization and expansion of Porto de Outeiro are underway, a strategic investment that will provide the necessary infrastructure for large vessels during the conference. Construction is already in progress.
