Federal Government and State of Pará advance security and mobility plan for COP30

On Wednesday, August 20, Mr. Valter Correia (Special Secretary for COP30) and Ms. Hana Ghassan (Vice Governor of Pará) convened with representatives from the federal, state, and municipal levels. The meeting focused on finalizing strategic measures to ensure safety and efficient transportation during the Leaders’ Summit and COP30, scheduled for November in Belém.

Opening the session, Ms. Ghassan emphasized the progress made by public institutions and stressed that this is the time for final adjustments. “This working group is well advanced, and we have now reached the stage of defining strategic decisions. Each one must act so that all necessary actions are taken at the right time and understand their role in this major event.”

Earlier this month, a delegation from the United Nations Security Management System (UNSMS) approved the security, health, and mobility plans presented by the federal, state, and municipal governments for COP30. The inspection evaluated conference venues, accommodations, transportation systems, and health and safety infrastructure.

Security and Mobility Plan

Mr. Ualame Machado, Secretary of Public Security and Social Defense of Pará, presented the integrated security and mobility plan. The strategy foresees the deployment of more than 10,000 agents and military personnel, who will operate in strategic points such as Parque da Cidade, Porto de Outeiro, BR-316, and downtown Belém.

The mobility plan includes more than 240 buses with exclusive routes to transport the public to Parque da Cidade, in addition to the regular fleet already operating in Belém. To Porto de Outeiro, around 100 vehicles will transport approximately five thousand participants, accommodated on cruise ships.

Details were also provided about the roadblocks and access controls to Parque da Cidade, with checkpoints for the inspection and accreditation of government and private vehicles near the Blue Zone. The plan also includes the movement of motorcades for heads of state, including that of President Luiz Inácio Lula da Silva.

A calling for major events

The SECOP Secretary, Valter Correia, highlighted Brasil’s extensive experience in hosting major conferences and international competitions, such as Eco-92, Rio+20, the FIFA World Cup, the Olympic Games, the G20, and BRICS. He assured that COP30 will be no different.

“This work has been carried out with commitment and determination. Regarding security and mobility, more than ten workshops have been held with all agencies, including the Armed Forces, Navy, Army, Air Force, Federal Police, Highway Police, ABIN, GSI, the State Department of Public Security, and the Municipality of Belém. It was an exhaustive effort that covered cyber, air, maritime, territorial, and critical point security,” he concluded.
