Federal government and Belém’s property sector sign a commitment to good practices for property offerings at COP30
The initiative aims to significantly increase the availability of private accommodations for conference participants

On Tuesday, April 11, in Belém, the capital of Pará, the federal government— represented by the Special Secretariat for COP30, the National Consumer Secretariat (Secretaria Nacional do Consumidor/SENACON) of the Ministry of Justice, and the Ministry of Tourism (Ministério do Turismo/MTUR)—formally signed the Term of Commitment to Good Practices for COP30.
Elizabeth Grunvald, president of the Pará Commercial Association (Associação Comercial do Pará/ACP), and Maria Luisa Mendes Carneiro, president of the 12th Region of the Federal Council of Real Estate Agents (Conselho Regional de Corretores de Imóveis/CRECI), also signed the Term. The federal government and representatives of the local hospitality and real estate sectors collaboratively developed the document.
The document establishes guidelines for ethical and transparent practices among brokers and property agencies regarding property rentals during the UN climate conference in November.
This initiative marks a significant step in preparing the city to host an estimated 30,000 participants. A key highlight of COP30 will be the provision of private properties as alternative lodging options. These properties will be meticulously vetted and listed on the official COP30 platform, ensuring access to safe and suitable accommodations within Belém and its environs.
The surge in available properties has been substantial. In 2023, only around 700 properties were listed on vacation rental platforms. Today, that figure surpasses 25,000 unique properties, underscoring broader societal engagement in the event's preparations.

“Collaborating with the property sector to ensure an equitable supply that meets the needs of COP attendees is paramount. I am grateful for the engagement of both the sector's representative bodies and the federal government, which demonstrates the collective commitment of the city and its local real estate sector to making COP30 a resounding success,” said Valter Correia, the Special Secretary for COP30.
Beth Grunvald, president of the Pará Commercial Association, noted, "With the signing of this term, we solidify the commitment of the entire industry and all those involved with COP. This marks a pivotal moment, underscoring our collective understanding of this discussion’s significance," she explained.
Aldo Valentim, Director of the Department of Quality, Sustainability, and Climate Actions in Tourism, representing the Ministry of Tourism, affirmed that this initiative will leave a lasting legacy in Belém. “We recognize tourism's capacity to transform regions, generate income, and create employment, and we are gratified by the real estate sector's engagement. Our aspiration is for this collaboration to extend beyond COP30,” he stated.
Ricardo Suppion, Chief of Staff of the National Consumer Secretariat (SENACON), said the agency will maintain an active presence in the state. “We anticipate Belém will be under significant scrutiny, and we believe this agreement will serve as a precedent for future initiatives. We intend to be both vigilant and actively involved, and we aim to substantially increase participation,” Suppion affirmed.
At the signing event, seven property agencies from the Belém metropolitan area expressed interest and formally acceded to the agreement. They committed to providing COP30 participants with elevated service standards, equitable pricing, and transparent contracts.
