On Thursday, July 17, in Vitória, the capital of Espírito Santo, COP30 President Ambassador André Corrêa do Lago stressed that subnational governments play a strategic role fostering a just and inclusive climate transition aligned with sustainable development. He stressed that sectors such as the bioeconomy, renewable energy, sustainable agriculture, and green jobs present significant opportunities for states. Governors Renato Casagrande (Espírito Santo/ES) and Carlos Brandão (Maranhão/MA) gathered with business leaders and climate policy experts at Palácio Anchieta, the seat of the Espírito Santo state government, for the event.

The dialogue focused on climate finance and the pathways toward just transitions—that is, solutions that are sustainable, regenerative, and inclusive, both economically and socially. This includes workforce training for green economy jobs and the creation of employment, income, and conservation opportunities through community-based solutions.

Ambassador Corrêa do Lago stated, "COP30 will be a climate milestone and a turning point for integrating social justice, innovation, and sustainable development on a global scale."

The COP30 President engaged with participants about the key goals of Brazil’s presidency of the Climate Conference, global progress since the Paris Agreement—which marks its 10th anniversary this year—the strengthening of multilateralism in climate governance, and the central role of the Amazônia and subnational territories in building global solutions. COP30, the world’s largest environmental event, will take place in November in Belém, Pará.

In addition to Ambassador Corrêa do Lago, the dialogue included COP30 special envoys Denise Dora (human rights and just transition), Marcello Brito (amazonian subnational governments), and Sérgio Xavier (Brazilian Climate Change Forum). Representatives from the UN, G20, civil society, universities, and the financial sector also took part in the meeting at Palácio Anchieta.

The Global Policy Dialogue was organized by the CIPÓ Platform, with support from the Brasil Verde Consortium—a forum of state governments in Brasil—and the Government of Espírito Santo, which leads the consortium.

This meeting is part of the COP30 Presidency’s ongoing efforts to engage widely—listening to authorities, social leaders, and citizens—in building a coordinated and ambitious climate action agenda leading up to the Conference in Belém.
