Health and Education at the Heart of Climate Adaptation
Today, COP30 turns the spotlight on people — addressing issues that touch lives most directly and are increasingly intertwined with the climate crisis. The message is clear: adapting to a changing climate means protecting lives, strengthening health systems, and reducing inequalities. Day 4 brings together leaders, experts, and civil society to advance solutions that connect human development, knowledge, and justice, ensuring no one is left behind.
The day opens with the adoption of the Belém Health Action Plan (BHAP) — a milestone for building climate-resilient health systems. Led by Brazil, the plan unites countries around a shared goal: to strengthen surveillance, boost local capacity, and foster innovation to protect communities from climate-related health risks. Education also takes center stage as the Ministerial Roundtable on Greening Education, co-hosted by Brazil and UNESCO, showcases how schools and teachers are preparing societies to live — and thrive — in a warming world.
Financing emerges as a crucial driver of adaptation in both sectors. The call for multilateral development banks, climate funds, and partners to align investments with climate-resilient health and education systems underscores the need for sustained and inclusive action. Together, these discussions highlight that effective adaptation begins with people — in classrooms, clinics, and communities shaping a fairer, healthier, and more resilient future.

- 9:00AM - 7:00PM Day of Justice, Climate and Human Rights
The agenda will feature a series of high-level panels: Dialogue Among Magistrates on the Judiciary and Climate Justice, Judges and Climate: Perspectives from the UN System, Academia, Multilateral Financial Institutions & Environmental NGOs, and Closing Session and Launch of the Belém Declaration of Judges on Climate Change. The event will bring together distinguished jurists—including representatives of the International Court of Justice—alongside judges from multiple jurisdictions. Together, they will examine how the judiciary can advance climate justice, mobilize broader systems of accountability, and support the implementation of the forthcoming Belém Declaration of Judges on Climate Change.

- 9:00AM - 12:00PM High-Level/Ministerial Event “Health and Climate Ministerial Meeting: The Belém Health Action Plan for the Adaptation of the Health Sector to Climate Change”
As part of Axis 5 of the COP30 Action Agenda—Promoting Human and Social Development—Brazil will propose the adoption of the Belém Health Action Plan (BHAP), a landmark international initiative to strengthen health systems’ resilience and adaptive capacity to climate change. Grounded in equity, climate justice, and inclusive governance, the BHAP provides a roadmap for building climate-resilient health systems through enhanced surveillance, evidence-based policies, and innovation in digital and local health solutions. The agenda includes a high-level meeting for the Plan’s adoption and a roundtable on means of implementation with representatives from financing institutions and key development actors.

- 12:30PM - 1:30PM Carbon Accounting
ISO and the GHG Protocol, identified priority areas for international cooperation to enhance the comparability and interoperability of carbon accounting systems. Discussions under the Plan to Accelerate Solutions (PAS) outlined next steps to develop a common language for carbon accounting and to strengthen inclusive, science-based approaches through collaboration among governments, the private sector, and standard-setting bodies.

- 3:00PM - 4:00PM Tropical Architecture: From Heritage to Action
As the building and construction sector accounts for up to 42% of global CO₂ emissions, this roundtable explores how tropical architecture can lead the way in designing climate-responsive, low-carbon communities. Featuring architects Marcelo Joulia, Marcelo Rosenbaum, Natalia Figueredo, and David Fontcuberta, the session will revisit the principles of Tropical Modernism—an approach that works with the climate rather than against it—to inspire a new generation of sustainable design. Moderated by Paula Szejnfeld Sirkis, the discussion will move from heritage to action, asking how rediscovered wisdom can reshape the cities of tomorrow.

- 3:00PM - 6:00PM ACE Presidency Event - Empowering an Informed and Engaged Society for Effective Climate Action
Hosted by the COP30 Presidency, UNFCCC, and Action for Climate Empowerment (ACE), the ACE Presidency Event responds to the Glasgow work programme on ACE4 adopted at COP26, which promotes policy coherence and international cooperation by inviting the Presidencies, with the support of the secretariat, to convene an in-session event to be held at each session of the COP and CMA, focused on a thematic area relevant to the Convention and the Paris Agreement. This year's event will provide a platform for all stakeholders, in particular governments, youth, educators, communicators, and civil society, to explore how advancing ACE can strengthen information integrity and, in turn, how safeguarding information integrity is a prerequisite for ACE implementation that enhances effective and ambitious climate action.

- 3:30PM - 6:30PM COP30 High-Level Ministerial Roundtable on Greening Education
A Ministerial Roundtable on Greening Education will be hosted by the Ministry of Education of Brazil and co-organised by UNESCO as host of the Greening Education Partnership secretariat. The roundtable will serve to reaffirm the key role of education in addressing climate change and to galvanize commitment from all stakeholders. It will highlight the work of the Greening Education Partnership and showcase good practices and innovative solutions at different levels, including through curriculum and assessments to enhance climate literacy.

- 5:30PM - 6:30PM Integrity of Information and Climate Action in Brazil: Synergies Between Government and Civil Society
The panel Information Integrity and Climate Action in Brazil highlights Brazil’s leadership as the first country to create a national chapter of the Global Initiative for Information Integrity on Climate Change. Co-led by MMA, MRE, and SECOM, the session will present government progress and challenges, followed by civil society efforts through the RPIIC network. The event will also launch concrete tools and findings developed by RPIIC’s six thematic groups, showcasing how government and civil society are working together to advance climate action through reliable information.

- 6:00PM - 7:00PM Belem Climate Dialogue with Indigenous Peoples
Co-hosted by the COP30 President and the UNFCCC Executive Secretary, the Dialogue will feature short interventions from Indigenous representatives of the seven UN Indigenous Sociocultural Regions, followed by a moderated exchange with the COP30 Presidency and the UNFCCC Executive Secretary. The dialogue is designed as an interactive exchange with Indigenous Peoples from all regions, deepening collective understanding and strengthening the incorporation of Indigenous knowledge, values, and priorities in global climate action.
