Harnessing Local and Subnational Action to Build Resilience and Improve Lives

COP30 continues its focus on turning ambition into implementation by advancing the solutions driving systemic change, in real places, led by real people. Nowhere is that more evident than in our cities, regions and communities where climate action connects to daily life evidenced by today’s announcements including accelerated progress on housing, water, waste reduction, buildings, infrastructure, and governance.  Events like the High-Level Ministerial on Multilevel Governance to the Beat the Heat Global Mutirão High-Level Event, deliver a clear message that climate action starts at the local level. The launch of the Plan to Accelerate Multilevel Governance and the operationalization of the Coalition for High Ambition Multilevel Partnerships (CHAMP) further demonstrate this reality, embedding local leadership into global frameworks with people at the center. From resilient buildings to early warning systems, local and subnational governments are translating ambition into safer homes, cleaner water, and stronger economies — delivering real-world action and increasing resilience where it’s needed most.

Today also marks the release of the Yearbook of Global Climate Action 2025, the annually published report led by the Climate Champions and UN Climate Change, with data from its NAZCA portal, presenting a snapshot of global climate action and showcasing its progress and gaps. The yearbook’s findings highlight that 95% of countries [in the 2025 NDC Synthesis Report] now engage cities, businesses, and civil society in implementing climate plans, demonstrating that whole-of-society action is accelerating. Yet it also calls for deeper alignment between national ambition and local delivery to close remaining gaps in finance and capacity. As the spirit of Brazil’s mutirão — collective effort — guides COP30, Day 2 celebrates the power of multilevel partnership: climate action that protects, connects, and empowers communities from the ground up.

  • 10:30AM - 12:00PM High-Level Ministerial Panel - Multilevel Governance for the Implementation of the Paris Agreement and Climate Strategy
    This high-level session will mark a milestone in the institutionalization and operationalization of the Coalition for High Ambition Multilevel Partnerships (CHAMP) for Climate Action, consolidating the transition from commitment to concrete action. The event will also serve as the official launch of the Plan to Accelerate Multilevel Governance, presented as a demonstration model to inspire replication across CHAMP and non-CHAMP countries.

  • 10:30AM - 12:00PM High-Level Ministerial Event: Waste management and Circular Economy
    The "Circular Economy NOW!" initiative acts as a catalyst for global advancement and a model for a campaign to transform waste into resources, intrinsically emphasizing the vital role of cities, local governments, the informal sector, and community participation in achieving ambitious climate goals and building a more resilient and just future.

  • 12:30PM – 2:00PM High Level Ministerial Event on Water and Climate Action: “Waters of Change – Shaping Resilient and Sustainable Pathways
    The High-Level Ministerial Event on Water and Climate Action places water at the center of the global climate agenda, linking outcomes from COP28 in Dubai, COP29 in Baku, and recent initiatives such as the FAO Water Dialogue (World Food Forum, Rome 2025). It will also look ahead to the 2026 UN Water Conference and the High-Level Political Forum reviewing progress on SDG 6 (Clean Water and Sanitation). The event will highlight water as a key pillar of the COP30 Action Agenda, showcasing Brazil’s leadership in expanding water access, improving management, and advancing international cooperation for adaptation and resilience.

  • 12:30PM - 1:30PM Showcase of Highlighted Results & Solutions “Scaling Early Warnings for All: Governance & Local Action
    A holistic, systemic approach is required to manage climate and disaster risk and protect sustainable development through Early Warnings for All (EW4All). The session will highlight real-world examples and locally led solutions to scale-up Early Warnings for All, with a focus on water-related hazards. It will also entail the launch of the Global Synthesis Report on Comprehensive Risk Management and presentation of scalable models for coherent, inclusive, and locally led resilience planning.

  • 12:30PM - 2:00PM Ministerial Meeting: Intergovernmental Council for Buildings and Climate (ICBC)
    The first Ministerial Meeting of the Intergovernmental Council for Buildings and Climate (ICBC) will unite global leaders to accelerate decarbonization and resilience in the buildings sector, advancing commitments under the Chaillot Declaration. Convened at COP30, the event spotlights the Belém Call for Action for Sustainable and Affordable Housing.

  • 2:30 - 4:00PM  High-Level Session on the Beat the Heat/Mutirão contra o Calor Extremo
    The event will launch the implementation phase of the Beat the Heat Implementation Drive, a joint initiative of the COP30 Presidency and the UNEP-led Cool Coalition. The Drive aims to accelerate the deployment of sustainable cooling and heat resilience solutions in cities worldwide, translating the Global Cooling Pledge into tangible action. The event will celebrate the leadership of countries, cities, and partners advancing these solutions, while announcing new partner commitments and collaborations under Beat the Heat.

  • 4:30 - 6:00PM High-Level Closing Plenary - Mutirão for Multilevel Climate Action Ministerial Meeting on Urbanization and Climate Change
    The Closing Plenary of the 4th Ministerial Meeting on Urbanization and Climate Change is the culminating moment for global urban climate leadership at COP30. Hosted by the COP30 Presidency, Brazil’s Ministry of Cities, and UN-Habitat, it brings together ministers, mayors, and community leaders to celebrate progress and chart the next phase of climate action rooted in cities and regions, ensuring they are central to implementing the next generation of national climate plans (NDCs 3.0) and the Paris Agreement.

    The GCA Agenda Opening Event will inaugurate the two-week GCA Agenda programme at COP 30, marking a decade of progress since the launch of the Global Climate Action Agenda and setting the tone for a results-driven two weeks in Belem reinforcing the collective commitment to shift from ambition to implementation
