Elevating Adaptation by Unleashing the Power of Technology

COP30 opened today in Belém with a powerful display of solidarity and commitment, launching a new era of global climate action defined by implementation, inclusion, and innovation. On Day 1, Parties swiftly adopted the official COP30 agenda — a powerful show of consensus reaffirming trust in multilateralism and global resolve to accelerate the Paris Agreement. The early adoption, together with the election of Ambassador André Corrêa do Lago as COP30 President, set a clear tone: this is a COP focused on delivery, turning commitments into tangible results for people and planet.

Technology emerged as the defining force of the day. The Green Digital Action Hub and AI Climate Institute embodied COP30’s vision for a just digital transformation, equipping developing nations with the data, tools, and training to design their own climate solutions. At the Agricultural Innovation Showcase, Brazil, the UAE, and the Gates Foundation announced $2.8 billion in new commitments and launched the world’s first open-source AI model for agriculture, set to empower 100 million farmers by 2028.

Leaders also delivered major advances in adaptation finance and resilience. The Fund for Responding to Loss and Damage, operationalized in record time, issued its first funding call, while Multilateral Development Banks doubled support for adaptation investments, delivering over $26 billion to low- and middle-income economies in 2024. The Belém Declaration on Hunger and Poverty, announced last week and endorsed by 44 countries last week, launched a new Climate-Resilient Social Protection and Smallholder Agriculture Finance Partnership. Day 1 progress instilled a renewed sense of optimism — proving that by elevating adaptation and unleashing technology, the world is redefining resilience, transforming vulnerability into strength and ambition into action.

  - COP30 Opens with Spirit of Collaboration as Parties Unite on Agenda
  The adoption of the negotiated agenda on Day 1 of COP30 stands as a compelling affirmation of global unity, signaling the international community’s shared commitment to multilateralism and collective climate action. In a time marked by mounting geopolitical and environmental pressures, this early consensus demonstrates the world’s resolve to collaborate across differences and urgently implement solutions that protect people, accelerate the Paris Agreement, and build a safer, more sustainable future.

  - Rapid Operationalization of the Fund for Responding to Loss and Damage
  The operationalization of the Fund for Responding to Loss and Damage (FRLD) in record time issued its first $250 million call for proposals, moving from design to operation and opening a crucial channel of support for developing countries at the frontlines of climate change.

  - Ambassador André Corrêa do Lago elected as President of COP30
  Ambassador André Corrêa do Lago was elected as the President of the Conference of Parties at the 30 UN Climate Change Conference. He will lead proceedings and shepherd the agenda moving forward for the next year to accelerate climate implementation.

• Action Agenda:
  
  - Leadership and Action Towards a Green Digital Future
  Partners launched the Green Digital Action Hub, a new online cooperation platform to harness technology innovation against climate change, anchored in Brazil as a legacy of COP30. The GDA Hub will provide tools, expertise, and data to help nations scale up green technologies, reduce environmental footprint of technology, and ensure access to sustainable digital solutions for all. Building on the COP29 Declaration on Green Digital Action — backed by 82 countries and over 1,800 stakeholders.
  
  - Launch of the AI Climate Institute
  The AI Climate Institute (AICI) – a new global initiative launched at COP30 – aims to equip people and institutions in developing countries with crucial skills to harness artificial intelligence (AI) for climate action. Anchored in equity and sustainability, AICI will strive to promote AI as a tool of empowerment – enabling countries across the Global South to design, adapt, and implement their own AI-driven climate solutions, including lightweight and low-energy models suitable for local contexts. The institute will offer training programmes (workshops for policymakers on AI concepts, climate data, and use case exploration; advanced Labs for technical professionals; hands-on experience in building real-world, resource-efficient AI applications), and a Digital Learning Repository with courses and case studies on climate applications across different sectors.
  
  - Launch of the Nature’s Intelligence Studio:
  ▪ Introducing the Amazon and other biodiverse regions as innovation hotspots, the Studio drives nature-inspired innovation for sustainable, local development. Led by the University of Oxford (TIDE Centre) with the National Institute for Amazonian Research (INPA) and the Development Bank of Latin America (CAF), it will be based in Latin America and the Caribbean, initially in Belém.
  ▪ It will foster research, policy engagement, and model legislative templates to protect bio-inspired innovations and ensure benefit sharing for local innovators and communities safeguarding biodiversity’s bank of ideas.
  ▪ On 14 November, the Studio will launch an ideathon with CAF to support innovators developing nature-inspired solutions, along with the Energy Atlas of Nature’s Innovations — an open-access AI tool that matches industry energy challenges with biomimetic solutions.
  
  - Accelerating Digital Public Infrastructure (DPI) and Digital Public Goods (DPG) for Climate:
  The Ministry of Management and Innovation in Public Services of Brazil, the Digital Public Goods Alliance (DPGA), and ITS Rio published a Plan to Accelerate Solutions (PAS) including the launch of a Climate DPG Collection - a global repository of Digital Public Infrastructure (DPI) and Digital Public Goods (DPG) for climate - offering over 20 open-source tools to at least 30 countries who can apply these innovations across issues such as disaster response, energy, water, and agriculture.
  
  - DPI for People and Planet Innovation Challenge:
  Launched together with JICA, Co-Develop, Gates Foundation, Centre for Digital Public Infrastructure (CDPI), and Boston Consulting Group (BCG), and in official partnership with the COP30 presidency, this Challenge selected five innovators developing transformative Digital Public Infrastructure (DPI)-based solutions for climate and social resilience, awarding them each $100,000 USD in grant funding to support the development and field testing of their solutions.   - Joint MDBs Statement for COP30: Accelerating Action for Adaptation and Resilience
  ▪ In Belem, Multilateral Development Banks (MDBs) announced that since 2019, they have doubled their support for adaptation investments - delivering over $26 billion to low- and middle-income economies in 2024.
  ▪ To further advance this collective push towards adaptation investment, the MDBs have launched a new framework for nature finance, including: (i) Common Principles for Tracking Nature Finance, and (ii) Practitioner’s Guide to Results Metrics Selection. These tools are designed to assist the development of high-quality financial products and attract greater private capital for nature.
  
  - The Race to Resilience Campaign
  ▪ Led by over 40 partner initiatives and 1,700 members across 164 countries, announced that 437 million people - about one in every 18 people - now live with greater climate resilience, supported by $4.18 billion in adaptation finance and improved protection of 18 million hectares of land and ecosystems.
  ▪ This first-of-its-kind, non-state-actor-led tracking effort showcases collective progress toward reaching 4 billion people by 2030, demonstrating that inclusive, locally led, and finance-enabled adaptation not only protects lives but drives opportunity, equity, and sustainable development worldwide.
  
  - The Fundamental Role of Combating Hunger and Poverty for Climate  Justice
  ▪ A new Climate-Resilient Social Protection and Smallholder Agriculture Finance Partnership was launched today under the COP30 Action Agenda. The Partnership advances the Plan to Accelerate Solutions (PAS) with clear, measurable goals to drive action and track progress, including supporting national, country-led implementation plans for adaptive social protection, smallholder and family farming, and access to water solutions in Benin, Ethiopia, Kenya, Zambia, and the Dominican Republic.
  ▪ By 2028, the plan establishes a joint coordination group of climate finance donors to align portfolios in support of efforts to combat hunger and poverty.
  ▪ The launch builds on the 7 November adoption of the Belém Declaration on Hunger, Poverty, and Human-Centered Climate Action by 44 countries, a landmark commitment developed with the Global Alliance Against Hunger and Poverty.
  
  - Accelerating Climate-Smart Agriculture at Scale:
  ▪ Two innovative digital tools launched to support climate smart agriculture at scale:
  ▪ Brazil and the UAE, in partnership with the Gates Foundation, Google, and leading global agricultural institutions, announce the world’s first open-source AI Large Language Model (LLM) for agriculture, a breakthrough toward a more resilient and equitable global food system.
  ▪ AIM for Scale farmer-centered AI forecasting tool will empower over 100 million farmers by 2028 with real-time insights, strengthening climate-smart decision-making, risk preparedness, and inclusive innovation across agricultural systems worldwide.
  
  - Agricultural Innovation Showcase - $2.8bn for Farmer Adaptation and Resilience to Strengthen Global Food Systems
  ▪ International donors announced over $2.8bn for farmer adaptation and resilience to strengthen global food systems.
  ▪ In support of the COP30 Brazil Presidency's call to make COP30 the COP of implementation, the commitments are aimed at increasing support for smallholder farmers in poorer regions who are bearing the brunt of worsening weather extremes. The donor funds will be invested in technologies and tools to help farmers adapt, build resilience, and strengthen local food systems that feed and employ billions of people.

• Global Mobilization:
  - Today marked the official opening of the COP30 Green Zone, the Summit’s dedicated  space where civil society, public and private institutions, and global leaders connect to enhance tangible climate solutions, expand dialogues for public awareness and foster new networks and alliances.
  ▪ In a panel on "The Role of Popular Mobilization in Confronting the Climate Crisis" Mikaelle Farias, a young activist from the Presidency’s COP30 Youth Climate Champion team, spoke about what has been done to include children and young people at the center of these official negotiation spaces, the initiatives being carried out such as the City of Youths Camp, and how efforts are being made to ensure that young people and children are mentioned in the final negotiation texts of COP30.

As COP30 moves into Day 2, the focus shifts to turning ambition into lasting implementation through subnational and local action, with the day’s agenda spotlighting how cities, regions, and communities are driving the next wave of climate delivery. Building on momentum from Day 1, Tuesday will showcase how multilevel governance and local leadership are transforming national commitments into tangible benefits for people and planet.
