COP30 Action Agenda integrates gender perspective to accelerate a just and inclusive transition
COP30 promotes climate solutions with female leadership and socio-environmental justice

Next Tuesday (23) at 12 p.m., during the Climate Week in New York, the COP30 Presidency will launch the Granary of Solutions. Built from more than 300 initiatives and coalitions launched since COP21, the Granary will be a dynamic repository of concrete solutions and case studies, designed to accelerate progress for people, the climate, and the global economy.
The Action Agenda, one of the most important pillars of the Climate Convention, recognizes that the gender dimension must cut across all solutions to ensure the transition to a new model of development that is just and inclusive. As highlighted in the Fifth Letter from the Presidency of COP30, women and other historically vulnerable groups — such as indigenous peoples, traditional communities, and populations in poverty — are not just victims of climate change, but also protagonists of solutions.
This vision is already reflected in concrete initiatives of the Action Agenda. One example is the collaboration between the COP30 Presidency and Brazil’s Ministry of Women in the development of the Protocol for Supporting Women in Climate Emergencies and Disasters, under the Solution Acceleration Plan (PAS). This Brazilian contribution to the COP30 Action Agenda ensures that a gender perspective is present at every stage of climate crisis management — from prevention to response and reconstruction. The protocol includes measures to prevent gender-based violence, create safe spaces for women in emergency contexts, promote their economic inclusion, and redistribute care work. The initiative is part of the Integrated Women and Climate Action Plan, launched by the Ministry of Women in September 2025.
Women’s organizations are also increasing their presence in the Action Agenda Activation Groups, with initiatives such as Gender and Energy Compact (energy), WiSER and Women-led Coal Transitions (just transition), Women for Forests (forests), WIEGO (informal workers), We-Fi (women’s entrepreneurship), WLRI (land rights), and the Gender and Environment Data Alliance (governance and data integrity). These initiatives amplify women’s leadership and reaffirm their role as central changemakers.
Some of these solutions are already visibly led by women’s organizations and collectives, but much more remains to be done. It is crucial to create more opportunities and incentives for women to actively lead the Action Agenda and for their proposals and solutions to gain global visibility. This is also a call for organizations across all sectors to contribute to the Solution Acceleration Plan (PAS), particularly with initiatives that integrate climate crisis mitigation and the fight against gender-based violence.
