Cooperation with the French agency allocates EUR 300 million to Brazilian regional funds
The international contribution will expand investment capacity in sustainable projects, with EUR 120 million being directed to the Northeast Development Fund

During COP30, the Ministry of Integration and Regional Development (Ministério da Integração e do Desenvolvimento Regional/MIDR) and the French Development Agency (AFD) announced a new cooperation program allocating EUR 300 million to promote sustainable development in the northern, northeastern, and central-western regions. These funds are part of a long-term strategy to increase investments in resilient infrastructure, clean energy, and climate adaptation.
Of the total amount, EUR 120 million will be allocated to the Northeast Development Fund (FDNE), which is one of the region's primary financing mechanisms. This contribution will increase the capacity to support projects related to renewable energy, basic sanitation, urban mobility, green infrastructure, and resilient agriculture. As a result, the reach of low-carbon actions will expand across the territory.
Mr. Aldemir Freire, the planning director at Banco do Nordeste, emphasized that this new stage of the partnership with the AFD establishes a virtuous cycle of sustainable investments. "The AFD is already a partner of Banco do Nordeste, having applied EUR 150 million to impact projects. This new contribution arrives at an opportune moment as the Northeast establishes itself as a central hub of the national energy matrix," Mr. Freire stated.
MIDR Minister Mr. Waldez Goes stressed that the program strengthens Brazil's dedication to sustainable regional development. "We are at a COP in the Amazon, a unique opportunity to ensure that climate finance allocated to resilient and low-carbon investments can boost growth, reduce inequalities, and promote inclusion," he stated.
The initiative is aligned with the National Policy for Regional Development (PNDR) and the Belém Declaration, signed at this COP, which reinforces the role of regional funds as essential instruments for a just transition and for addressing climate change.
