Brazil’s Innovation Funding Agency Increases Energy-Transition Investments Sixfold

From 2023 to 2025, Finep invested R$12 billion in 640 energy-transition projects, six times more than between 2019 and 2022. An additional R$460 million was announced at COP30

Brazil’s Funding Authority for Studies and Projects (Finep), which operates under the auspices of the Ministry of Science, Innovation and Technology (MCTI), announced three new financing lines totaling R$460 million during COP30, in Belém. From 2023 to 2025, the institution invested R$12 billion in 640 energy-transition projects, six times more than between 2019 and 2022.

Looking ahead, the Pró-Amazônia 2025 call, aimed at Brazil’s Legal Amazon region, will provide R$150 million for equipment, services, research fellowships, and other support mechanisms. The program targets proposals in biotechnology and biodiversity valorization, renewable energy, water-resource management, sustainable urban development, public health, information and communications technology (ICT), artificial intelligence, and connectivity.

A second initiative, backed by R$250 million, is the 2025 Collections Recovery and Preservation call, which will select proposals for financial support for the restoration, preservation, digitization, and dissemination of collections held by archives, libraries, memory centers, herbaria, institutes, and museums. The resources come from the National Fund for Scientific and Technological Development (FNDCT), managed by Finep. Compared with the 2024 call, the minimum funding per proposal has increased to R$1 million, with a maximum of R$10 million and a 36-month implementation period. Funding will be allocated in two categories: scientific collections and historical and cultural collections. One of the key new features is support for proposals that improve physical and/or digital access for people with disabilities.

Finep also launched the Bioeconomy and Sustainability Investment Funds call, which will invest R$60 million in up to two private-equity funds (FIPs) that take equity stakes in companies developing bioeconomy and sustainability projects. These resources also come from the National Fund for Scientific and Technological Development (FNDCT).
