Brazil Launches Dedicated Hotline to Report Human Rights Violations at COP30
A new service protocol on the Disque 100 (Dial 100) hotline is now operational to ensure detailed recording and monitoring of incidents, reinforcing Brazil’s commitment to protecting all those involved the conference.

The Ministry of Human Rights and Citizenship (MDHC), through the National Human Rights Ombudsperson’s Office (ONDH), has established a dedicated reporting channel within the Disque 100 hotline to register complaints related to the 30th United Nations Conference on Climate Change (COP30), scheduled to take place in Belém, Pará, from 10 to 21 November. The channel is already operational and will remain available for an indefinite period following the conclusion of the conference.
Upon contacting Disque 100, callers will hear the following message: “If your report is related to COP30 in Belém do Pará, press zero.” By selecting this option, the call center will be automatically notified, ensuring appropriate handling and targeted analysis. This exclusive channel will enable the precise identification and documentation of human rights violations associated with the conference.
Even if the caller does not press “0,” any complaint identified by the operator as related to COP30 will still be included in the set of records linked to the event. The system has been designed to facilitate broad and accurate data collection.
Brazil’s Commitment
The objective is to support the development of a comprehensive report that provides an overview of human rights violation complaints with potential links to COP30, thereby strengthening Brazil’s monitoring and prevention efforts. This initiative reaffirms the Brazilian government's commitment to the protection of human rights in all contexts, in alignment with the Sustainable Development Goals (SDGs).
Tailored Protocols for Major Events
The establishment of this dedicated resource follows a methodology already employed by the Disque 100 hotline in other contexts. During the Parintins Festival, for instance, a specialized service flow was developed to identify and address complaints directly linked to the event. Similarly, during the floods in Rio Grande do Sul, an exclusive channel was activated to receive reports of missing persons and rescue requests, enabling residents and authorities to submit inquiries and accounts directly related to the emergency situation.
This approach—such as the use of the “0” option in the Audible Response Unit (URA)—allows Disque 100 to trigger faster and more integrated responses, with tailored referrals to the appropriate authorities based on the nature of the request.

To contact the National Human Rights Ombudsperson’s Office, simply dial 100 from a landline or mobile phone. The channel is also accessible via WhatsApp at +55 61 99611-0100; Telegram by searching for “direitoshumanosbrasil” within the app; and through the website of the Ministry of Human Rights and Citizenship, which also offers video call support in Brazilian Sign Language (Libras).
