The federal government offers terms for adjusting prices in Belém during COP30
Ministers Rui Costa and Celso Sabino gathered in the meeting, including hotel sector representatives and lodging platforms.

On April 16 (Wednesday), the federal government and representatives of the hotel sector in Belém are expected to sign a preventive Conduct Adjustment Agreement (TAC) to guarantee a balance in accommodation prices during COP30, to be held in November 2025. The decision was taken at a meeting between the federal government and representatives of the hotel sector in Belém. The meeting was led by the Ministry of Tourism and the Extraordinary Secretariat for COP30/Office of the Chief of Staff (Casa Civil)and was attended by ministers Celso Sabino and Rui Costa.
The TAC aims to ensure that Belém, host city of COP30, is prepared to receive the thousands of visitors expected, including government leaders, international delegations, journalists, and representatives of civil society, without abusive hotel prices. The key concern is to ensure that the negotiations needed to tackle climate change are successful, with the participation of all parties essential to the discussion
The measure is preventive and seeks to establish a formal commitment among the public sector and accommodation establishments, with clear rules agreed in advance, to guarantee transparency and predictability in pricing policies during the event.
The Minister of the Office of the Chief of Staff, Rui Costa, stressed the importance of maintaining Belém as a tourist destination with good reception conditions after the COP. To this end, he stressed that the prices charged for accommodation should not be exorbitant. "Not all countries and delegations can afford some of the prices that have been announced. We want to welcome everyone and make it possible for everyone to come to COP30 and return home with a good experience. This is good for the sector, for Belém and Brasil".
For the Minister of Tourism, Celso Sabino, the discussion is an important tool for the federal government to make COP30 the best. "I've said that we will have the biggest and best COP ever. But we need to find a balance in the relationship between all the stakeholders. The Ministry of Tourism will use all the tools at its disposal to ensure that prices are balanced and that abuses are avoided," he said.
The signing of the agreement will be attended by representatives of the Ministry of Justice (Ministério da Justiça), through the National Consumer Secretariat (Secretaria Nacional do Consumidor/Senacon) and entities from the Belém hotel sector, as well as the accommodation platforms.
