COP 31, COP 30 and COP 29 Presidencies launch call for contributions to the Belém Mission to 1.5
Parties, observers and other interested stakeholders are welcome to submit inputs by 30 June 2026

At COP 30 in Belém, Parties came together to decisively transition to a new era focused on implementation. Conceived in the context of the Global Mutirão Decision, the Belém Mission to 1.5 aims to enable ambition and implementation of nationally determined contributions (NDCs) and national adaptation plans (NAPs), accelerating implementation, international cooperation and investment. Parties entrusted the COP 31, COP 30 and COP 29 Presidencies — Türkiye and Australia, Brazil and Azerbaijan — to jointly steward this process.
Throughout 2026, the Presidencies will engage with Parties, industry, financial actors, civil society and academia through consultations and exchanges, including at major international meetings.
Submissions may choose to focus on global, country, regional or local scales and will be made publicly available unless indicated otherwise:
What action areas and solutions have the highest impact potential to support the ambition and implementation of NDCs and NAPs, including:
priority solutions and innovations across policies, technologies, practices and investments;
finance, technology, capacity building, and institutional opportunities;
the most significant barriers.
What is required to further strengthen international cooperation to enhance ambition and enable the effective implementation of NDCs and NAPs?
The Belém Mission to 1.5 will culminate in a report released ahead of COP 31, in Antalya (Türkiye), outlining key opportunities, barriers, and actionable solutions to keeping 1.5°C within reach and strengthening adaptation and resilience. The report will focus on high impact action areas and solutions, as supported by best-available science and evidence, and is primarily aimed at decision-makers across the climate change ecosystem, including policymakers, business and technology innovators and investors.
