Baku to Belém Roadmap to 1.3T
In the COP30 Global Mutirão Decision, Parties decided “to urgently advance actions to enable the scaling up of climate finance for developing countries, from all public and private sources, to at least US$1.3 trillion per year by 2035”.
The Baku to Belém Roadmap to 1.3T, which the COP29 and COP30 Presidencies presented jointly in November 2025, established five interconnected action fronts for scaling climate finance (Replenishing; Rebalancing; Rechanneling; Revamping; Reshaping), with over 75 suggested measures.
On 8 November 2026, the COP30 Presidency presented the report Implementing the Baku to Belém Roadmap to 1.3T, showing that concrete financial pathways and policy interventions could scale climate finance for developing countries between US$1.27 and US$1.41 trillion annually by 2035. The report shows that the global financing goal is within reach if governments, financial institutions and investors take the necessary measures.
It focuses on six sources (concessional finance, private investments, South-South cooperation, Special Drawing Rights channeling, innovative mechanisms and carbon markets) that together contribute to the 1.3 trillion target. Under business-as-usual scenarios, international climate finance would reach only US$ 458 to US$ 461billion per year by 2035.
To support implementation of the 2025 Roadmap, the report also introduces the 5x5 Implementation Framework, developed alongside the Independent High-Level Expert Group on Climate Finance, which connects the Roadmap’s five financial action fronts with major investment priorities. To facilitate the monitoring of the Roadmap, it introduces the Climate Finance Action Compass, updating tools by the Climate Policy Initiative (CPI), which examines four dimensions: Scale, Speed, Reach and Impact.
The report also connects to the COP30 Presidency’s two recently published International Roadmaps on transitioning away from fossil fuels in energy systems and halting and reversing deforestation and forest degradation by 2030. Together, the three documents address complementary dimensions of global climate implementation.
