Presidency-led Mandated Initiatives

COP30 marked the transition from a phase focused primarily on negotiations to one centered on implementation. By adopting, by consensus, the commitment to "go further, faster" in the Global Mutirão Decision, Parties recognized that the central challenge is no longer to develop new rules, but to implement the commitments under the Paris Agreement rapidly, in a coordinated manner, and at scale.

This shift gives shape to a two-tier multilateralism, in which the formal decision-making process continues to be driven by consensus among Parties, while a complementary implementation track mobilizes governments, financial institutions, the private sector, the scientific community, civil society, and subnational actors to accelerate tangible results. In 2026, this approach is embodied in two initiatives mandated at COP30: the Global Implementation Accelerator (GIA) and the Belém Mission 1.5°C, both coordinated by the COP30 Presidency in partnership with the COP31 Presidency.

GIA was conceived as a voluntary cooperative mechanism to support the implementation of NDCs and NAPs while keeping the 1.5°C goal within reach. Its design combines scientific rigor, scalable solutions, and broad societal participation, expanding the impact of the current Action Agenda while strengthening direct support to countries through capacity building, digital infrastructure, and national financing and technology platforms. By bringing together a wide range of stakeholders around a shared implementation agenda, the GIA strengthens the operationalization of two-speed multilateralism, enhancing the institutional agility of the climate regime.

The Belém Mission 1.5°C plays a complementary role by providing a high-level strategic platform to strengthen the ambition of NDCs and NAPs and promote international cooperation focused on implementation. Its purpose is to help identify systemic bottlenecks, foster political convergence, and guide investments and solutions consistent with 1.5°C-aligned pathways, without assuming a direct implementation role.

Together, these initiatives help consolidate a new phase of the international climate regime, in which ambition, coordination, and delivery advance in an integrated manner, strengthening the collective capacity to respond to the challenges of this decisive decade for climate action.
