COP30 Outcomes

COP30 in Belém concluded with the adoption of 56 consensus decisions by the 194 Parties to the UNFCCC, including 24 decisions comprising the Belém Political Package. Together, these outcomes advance the implementation of the Paris Agreement and provide guidance for international cooperation on climate action.

The decisions were adopted in a complex international context and address a broad range of issues under the UNFCCC process, including just transition, adaptation, climate finance, technology, trade, gender, and the participation of Indigenous Peoples and local communities. Collectively, they contribute to the continued development of the international climate regime and to the implementation of commitments agreed by Parties.

In accordance with the mandate of the COP Presidency under the UNFCCC process, the work carried out throughout COP30 focused on facilitating dialogue among Parties and supporting consensus-based decision-making. The conference also marked the beginning of the implementation phase of many of the outcomes emerging from the first Global Stocktake.

While the outcomes of COP30 span multiple negotiating tracks and thematic areas, they can be presented through three broad dimensions:

  • Political advances that support enhanced ambition and international cooperation;

  • Normative advances that further develop the implementation of the Paris Agreement and strengthen its institutional framework;

  • Implementation advances that support the translation of Global Stocktake outcomes into action.
