Banco do Nordeste Partners with ICLEI to Scale Up Municipal Climate Investments

COP30 memorandum broadens technical assistance, maps environmental project opportunities, and advances low-carbon urban development strategies

During a high-level meeting at COP30, Banco do Nordeste and ICLEI – Local Governments for Sustainability formalized a Memorandum of Understanding to expand local climate finance and strengthen the technical capacities of states and municipalities in developing and executing sustainable development projects. The partnership creates a joint framework to identify priority green initiatives, improve public planning tools, and advance integrated territorial governance.

The agreement outlines joint actions to mobilize co-financiers, disseminate methodologies, support the design of bankable projects, and develop scalable solutions tailored to cities within the bank’s area of operation. It also provides for the exchange of experiences, engagement of local stakeholders, joint participation in international forums, and the integration of financial instruments — including climate funds, guarantee mechanisms, and blended finance models — to enhance the impact of climate mitigation and adaptation policies.

José Aldemir Freire, Director of Planning at Banco do Nordeste, emphasized that the initiative reinforces engagement with subnational entities. “This partnership enhances our ability to support states and municipalities by helping transform good ideas into bankable projects that improve quality of life in the cities within our area of operation,” he stated.
