Preparations for COP30, scheduled for November 10 to 21 in Belém, Pará, have reached another significant milestone. The Call for Expressions of Interest (EOI) is now officially open for organizations seeking to establish pavilions and offices within the Blue Zone, the conference's official negotiation area. The deadline for submitting proposals is July 2, 2025.

The Blue Zone, administered by the United Nations Framework Convention on Climate Change (UNFCCC), serves as the exclusive venue for diplomatic and technical negotiations among country delegations. Only UNFCCC member countries and organizations formally admitted as observers are eligible to submit an EOI.

A structure focused on sustainability and integration

The infrastructure for COP30 has been meticulously designed to foster a sustainable, integrated, and inclusive environment. Spanning approximately 160,000 square meters of functional area within a 240,000-square-meter security perimeter, the Blue Zone will be located in Belém's Parque da Cidade.

“All offices and pavilions will provide delegations with the necessary infrastructure to conduct their work and present their respective countries’ agendas throughout the conference,” emphasized Valter Correia, the COP30 Special Secretary.

Between 100 and 150 pavilions are anticipated, though this figure remains subject to adjustment. In addition to these pavilions, over 25,000 square meters will also accommodate delegation offices.

Three modular package options available

UNFCCC-accredited organizations may select from three distinct modular packages, each tailored to different participation profiles:

  • Blue Zone Pavilions — Bronze Package
  • Blue Zone Pavilions — Silver Package
  • Blue Zone Pavilions — Gold Package

Each package encompasses essential services such as flooring, lighting, furniture, and electricity supply. Organizations will also have the option to contract additional services — including audiovisual equipment, catering, cleaning, and logistics support — directly through the COP30 exhibitor portal.
