Brasil ensures accommodation for all countries at COP30

Cruise ships reinforce Brazilian accommodation solution during COP

On Wednesday, July 16, the Brazilian Federal Government, through the Special Secretariat for COP30 and Embratur, finalized an agreement for two cruise ships to serve as temporary accommodations during the COP30 event. This pivotal climate conference will take place in Belém, Pará, from November 10 to 21, 2025. This initiative will significantly increase lodging capacity by providing approximately 3,900 cabins and 6,000 beds for the world's largest climate event.

From now on, accommodations will be made available in stages, in accordance with the agreement established between Brasil and the UNFCCC. This includes all modalities, such as hotels, vacation rentals, and ships, among others, which are part of the set of accommodation solutions. The UN will coordinate the offerings with countries that are parties to the Framework Convention. In this first stage, the offer will be made through the platform to the 98 smallest developing countries and island nations, with daily rates of up to USD 220. In the next stage, other countries will be able to purchase accommodations for up to USD 600.

“These two large ships are part of a variety of lodging options designed to accommodate all COP30 attendees, including UN delegations, observers, civil society organizations, academic institutions, and businesses,” said Mr. Valter Correia, the special secretary for COP30.

Embratur

The solution emerged after the Brazilian Agency for International Tourism Promotion (Agência Brasileira de Promoção Internacional do Turismo/Embratur) was hired in April to model, contract, and manage the operation. Through a public tender, the agency selected the travel operator Qualitours, which is responsible for hiring the ships MSC Seaview and Costa Diadema, as well as marketing their cabins.

Strengthened logistics infrastructure

The ships will be docked at the Outeiro Port Terminal, currently undergoing revitalization. This upgrade is anticipated to be a lasting legacy of COP30, fostering local and regional development. A new bridge will ensure rapid access—estimated at around 30 minutes—between the terminal and the official conference venues.

Strategy

The decision to charter these ships is part of a broader federal strategy to significantly increase accommodation capacity in Belém for COP30. The primary objective is to ensure affordable and adequate lodging for the thousands of conference participants, thereby reinforcing Brasil's commitment to hosting an inclusive, sustainable, and successful COP.
