Japan-Brasil Dialogue paves the way for COP30 and reinforces climate urgency
The meeting was held in Tokyo with representatives from more than 30 countries to discuss financing, adaptation and global climate action, kicking off the negotiations that will culminate in COP30 in Belém.

On March 13th and 14th, the 23rd Informal Meeting on Further Action on Climate Change, known as the Japan-Brasil Dialogue, brought together representatives from more than 30 countries in Tokyo, Japan. Delegates discussed the outcomes of COP29, held last year in Baku, Azerbaijan, and key issues for COP30 in Belém, ranging from finance to adaptation and accelerating global climate action.
"This meeting is the start of the work that will culminate in COP30," says Ambassador Liliam Chagas, who co-chaired the negotiations. "In meetings like this, negotiators debate, exchange information, and support argue for the aspects they consider key to each issue, explain any difficulties, to build the necessary consensus and reach an agreement at the end of the year," she stresses.
Liliam Chagas explained that despite the informal nature of the meeting, participants highlighted the importance of public and concessional climate finance without loans, pointed to the need to promote public-private investment, and discussed alternatives for minimum financial allocations for small countries.
Historic commitment
For 23 years, Brasil and Japan held the first informal dialogue of the year for negotiators of the United Nations Framework Convention on Climate Change (UNFCCC). The ambassador said participants discussed the prospects and challenges of negotiations on mitigation, adaptation, implementation of the Paris Agreement, climate finance, and just transition. These issues will be priorities for the negotiations in 2025.
On March 25th and 26th, the next meeting will occur in Berlin, Germany, where the issues will continue to be discussed. Another highlight before COP30, where these negotiations will take on form, will be in Bonn, Germany, in June, said Chagas.
